LOCAL RULES
1. AUTHORITY & GOVERNANCE
These Local Rules apply to North Venice Little League (NVLL).
● The Little League® Official Regulations and Playing Rules govern all play unless an NVLL Local Rule is explicitly stated.
● Local Rules are adopted by the NVLL Board and apply only for the stated season.
● Spring and Fall rules may differ and are clearly labeled where applicable.
2. LEAGUE-WIDE LOCAL RULES (ALL DIVISIONS)
Scorekeeping & Operations
● Official scorebook: GameChanger
● Pitch tracking: GameChanger only
● Scoreboard: Visiting team responsibility
Field Operations
● Home Team (Pre-Game):
○ Install bases
○ Chalk lines
○ Prepare field for play
● Visiting Team (Post-Game):
○ Drag and rake field
○ Return bases to storage
○ Remove trash
○ Lock field and equipment if last game of the day
3. BASEBALL DIVISIONS
T-BALL
Type: Tee Ball
Applies to: Spring & Fall
Governing Rules: Little League Tee Ball Rules
Game Play
●Time limit: 1 hour
●Continuous batting
●All players bat and play the field every inning
Hitting & Pitching
● Batting from tee only
● No live pitching
● No strikes or outs recorded
2Base Running
● No stealing
● No leading
● Runners advance station-to-station at coach direction
● Play stops when the ball is returned to the infield
Scoring
● No score kept
● No standings
Focus
● Instructional, non-competitive
● Emphasis on fun, safety, and fundamentals
5-PITCH
Type: Coach Pitch → Tee
Applies to: Spring & Fall
Governing Rules: NVLL Local Rules
Game Play
● Time limit: 1 hour 15 minutes
● Continuous batting
● Everyone plays the entire game
● Everyone plays both infield and outfield
Pitching & Hitting
● Coach pitches from the front of the mound
● Maximum 5 pitches
● If ball is not put in play → tee is used to complete at-bat
Base Running
● No stealing
● No leading
● Runners advance at coach direction
Scoring
● No score kept
● No standings
Safety
● Helmets required
● No bats swung without coach instruction
A DIVISION (MACHINE PITCH)
Applies to: Spring & Fall
Governing Rules: NVLL Local Rules
Game Play
● Time limit: 1:30
● No new inning after 1:15
● Continuous batting
Run Limits
● 4 runs per inning
Pitching
● Machine placed at pitching rubber (46 feet at back of machine leg)
● Operated by a coach from the batting team
● 4 hittable pitches
● Foul on last pitch extends at-bat
Base Running
● No stealing
● No leading
● Overthrow on attempted play:
○ Ball is dead
○ No runners advance
Interference
● Ball hits machine and rebounds → live
● Ball lodged on machine or hits coach → dead
○ Batter to first
○ Runners advance if forced
AA DIVISION (KID PITCH)
Applies to: Spring & Fall
Governing Rules: NVLL Local Rules + Little League
Game Play
● Time limit: 1:45
● No new inning after 1:30
● Continuous batting
Run Limits
●Spring: 4 runs per inning. Optional open final inning. The decision must be made with the umpire at or after 1:15, before the inning begins. Once an inning starts, it may not be converted to an open inning.
● Fall: 4 runs per inning; no open innings
Pitching
● Player pitch
● Pitch counts, rest, catcher limits per Little League Regulation VI
● Coach Pitch After Walk Limit: After four balls, the batter’s coach pitches from the base of the mound (sitting on a bucket or from one knee). The batter receives up to three coach pitches. A coach-pitched ball that hits the batter does not result in a walk and does not count toward the three pitches. No batters may be walked.
Base Running
● No stealing
● No leading
● Play shall be declared stopped when a throw to the pitcher is both catchable and directed within the boundaries of the pitcher’s mound, even if the ball is not ultimately caught. When play is stopped in this manner, all runners shall return to the last base legally occupied if they have not advanced more than halfway to the next base at the time the throw is made. Runners who have advanced beyond halfway may continue to the next base at their own risk.

Base Running
● Steal once pitch reaches batter
● No leading (Little League Rule 7.13)
Home Plate
● Closed through midpoint of season (NVLL local rule)
Pitching
● Pitch counts, rest, catcher limits per Little League Regulation VI
Special Rules
● Dropped third strike: No
● Infield fly: No
MAJORS
Applies to: Spring & Fall
Governing Rules: NVLL Local Rules + Little League
Game Play
● Time limit: 2:00
● No new inning after 1:45
● Continuous batting
Run Limits
● Spring: No run limits; mercy rules apply (Little League Regulation IV(h))
● Fall: 4 runs per inning (NVLL local rule)
Base Running
● Steal once pitch reaches batter
● No leading (Little League Rule 7.13)
Pitching
● Pitch counts, rest, catcher limits per Little League Regulation VI
● Fall only:
○ Max 2 consecutive innings
○ Max 50 pitches per day

5. TOURNAMENT RULES (AAA & MAJORS ONLY)
One-Day Tournaments

● Max 4 innings
● Score reverts to last completed inning
